Joel joined Sam Lombardo in 1992 to form Inter-Municipal Insurance Service, Inc. which in 1997 evolved into Benecon. In his role, he has overall responsibility for the finances of both Benecon and ConnectCare3.

Prior to the formation of IMIS, for over fifteen years, Joel held various key municipal management positions including Director of Finance, Assistant Township Manager and Township Manager. In these positions, he was responsible for all aspects of the municipalities’ group benefits programs and other insurance.
Elizabethtown College is where Joel received his Bachelor’s of Science degree in accounting. More recently, he earned the Associate in Risk Management certification from the Insurance Institute of America in December 1996.
