Allen L. Loomis, Jr.
Executive Vice President
Marketing and Client Services
Mr. Loomis joined Benecon in March of 2001 to oversee the development and administration of the Company's joint municipal health and workers' compensation insurance purchasing cooperative groups. In late 2008 Mr. Loomis was promoted to Executive Vice President for Marketing and Client Services. He is responsible for the company’s sales and marketing efforts and has oversight over the day to day workings of the Producer Services, Consulting Services and Government Services sectors of the company’s business. Prior to joining The Benecon Group, Mr. Loomis served for seven years as the Deputy Executive Director of the Pennsylvania League of Cities and Municipalities and prior to that he served nearly 20 years in the municipal management field in Pennsylvania.
Mr. Loomis holds both a B.A. and M.A. in political science from Edinboro University. He is a past President of the Association for Pennsylvania Municipal Management.
Steve Gingrich

Steve joined The Benecon Group in January 2010 to develop and implement the creation of the Ancillary Benefit Division. In June 2011 Steve was named a "Top Employee Benefits Consultant" by Human Resource Executive and Rick & Insurance Magazines for creating an Ancillary Benefit Program for over 150 Municipalities which saved each Municipality substantial dollars off their current rates.
In March 2012 Steve was named Vice President of Marketing & Sales. He is responsible for the day to day operations of the Sales Division.
Steve graduated from Lynchburg College with a Degree in Communication Studies and has over 20 years experience in the insurance and financial industry.
David Wuenschel
Marketing & Sales
Dave has over 29 years of experience in all facets of the insurance industry. He joined the S.N. Lombardo Companies in January 1990 to develop the employee benefits business of the agency. In 1996, Benecon Group was created and transitioned employee benefit division from S.N. Lombardo Companies. Dave provides large group employee benefit consulting and group purchasing arrangements to a clientele that encompasses private sector employers, county governments, non-profit organizations, and college and universities. Dave's strengths including broad knowledge of the insurance landscape, consulting experience with union and non-union issues, and a keen ability to meet customer needs with creative solutions.
Prior to 1990 Dave had 10 years of experience in the life insurance and annuity market. Dave is a graduate of Pennsylvania State University with a Bachelor of Science degree.
Robin M. Richardson, ARM

Robin joined The Benecon Group in July of 2005. She is responsible for the marketing of the Pennsylvania Municipal Health Insurance Cooperative (PMHIC) and the marketing and administration of the Susquehanna Municipal Trust (SMT). PMHIC is a municipal health insurance cooperative for municipalities, authorities, and regional municipal entities. SMT is a self-insurance pool providing workers' compensation coverage to Pennsylvania municipal entities.
Prior to joining Benecon, Robin was the Director of Risk Management Services for the Penn PRIME property and workers' compensation insurance trusts and served there for eight and half years. Robin also served six years as the Personnel/Risk Manager for the Borough of Carlisle.
Robin holds a B.A. in Communication from Slippery Rock University and earned the Associate in Risk Management certification from the Insurance Institute of America in 1997. She is the current President of the Pennsylvania Chapter of the Public Risk Management Association.
Claudia J. Burchstead

Claudia provides employee benefit consulting support and services to large group clients and brokers that work with The Benecon Group. She is responsible for the development of benefit plan designs and funding alternatives which meet the needs of prospective and existing clients. Claudia has over 20 years of solid sales, marketing and management experience.
Prior to joining Benecon, she was employed over a 10 year period with Aetna, holding positions in sales management, national accounts and broker relations. Most recently she owned and operated a small business in Central PA. Claudia is a graduate of the University of Pittsburgh with a dual major in Business and Economics. Claudia is active in the community serving on the United Way Campaign Cabinet and Lighten Up Lancaster County, a coalition focused on reducing obesity in Lancaster.
